Progress?

I haven’t done a lot of traveling this summer, but I have been in both Geneva and Paris a few times (for work). After having been in Ireland for a while I couldn’t look past some of the contrasts of two major financial capitals of Europe against the irish fishing town of Galway.

The buildings are big and mighty, as they have been for over decades. The streets are wide and the cars are expensive. Is it these wealthy places where progress is made? And if so what kind of progress is this? How much have these dynamics actually changed throughout the decades (and even centuries)?
